The European Banking Authority (EBA) has published its final report proposing amendments to regulatory technical standards (RTS) on prudential requirements for central securities depositories (CSDs) and designated credit institutions providing banking-type ancillary services.

The amendments primarily respond to changes introduced by the Central Íø±¬³Ô¹Ï Depositories Regulation (CSDR) Refit, which allows banking CSDs to provide banking-type ancillary services to other CSDs.

These services include offering cash accounts and accepting deposits from participants in securities settlement systems, as well as providing payment services involving cash and foreign exchange transactions.

The changes are intended to improve non-banking CSDs’ access to foreign currencies and support settlement efficiency across Europe.

The EBA says the revised RTS are designed to address potential risks arising from increased interconnectedness between CSDs.

The amendments focus on the impact that providing banking-type ancillary services to another CSD could have on the banking CSD’s risk profile, as well as the information that must be provided to supervisors.

The EBA has also introduced updates reflecting recent changes to the Capital Requirements Regulation and amended references to align the standards with the revised CSDR.

The draft RTS were developed under Article 59(5) of CSDR, which requires the EBA to further specify frameworks and tools for monitoring, measuring, managing, reporting, and publicly disclosing credit and liquidity risks, including intraday risks.

CSDs must be authorised to provide banking-type ancillary services.
